The three member Board of County Commissioners forms the main administrative agency of the county. The Commissioners hold public meetings at 1:00 p.m. each Tuesday and Thursday. On the second Monday in January of each year, the Board is required to re-organize and will elect one of its members as President of the Board for that year.
The Board of Commissioners has appointed a full-time Clerk, Lisa Hawkins, whose duties are to keep a record of all transactions of the Board, to be the custodian of all the records and proceedings of the Board and to act as the official witness to all legislative actions taken by the Commissioners.
The Board of Commissioners has appointed an Administrator, Janet Discher, who oversees the operations of various departments under the control and jurisdiction of the Board, is the head of the Department of Human Resources and advises the Board on the financial condition of the county.
The Board of Commissioners approves the annual budget, levies taxes for county purposes, issues bonds for capital improvements and serves as the purchasing and contracting agent for the County. The Board controls county-owned real and personal property. In cooperation with the County Engineer, the Board approves the maintenance and construction of county roads and bridges.
The Board of Commissioners has direct authority over the: Ashtabula County Department of Job and Family Services, the County Nursing & Rehabilitation Center, IT Services, Department of Building Regulations, Department of Environmental Services, Department of Planning, Department of Community Services, Dog Warden, Emergency Management Agency, E911 Services and Building Maintenance Department. |
