PRC - Prevention, Retention, Contingency
The PRC Program was designed to remove barriers for
people so that they can become employed, stay employed
or increase their earning potential. The PRC Program
replaced the Emergency Assistance Program. You must
have children age 18 or younger in your care or be
responsible for their care to be eligible for this program.
There are two types of PRC Programs:
Grants & Services. Both programs base your eligibility
on your last 30 days of income.

Eligibility is determined at 150% of the Federal
Poverty Guideline. Resources (Ex: bank accounts)
are taken into account. A face to face interview is
not required. There is a $900 limit per 12 month
period.
Some of the items that you could be assisted with are:
*Uniforms.
*Work clothes.
*Safety shoes.
*Work tools.
*Vehicle repairs.
*Drivers license fees.
*Shelter payments (rent & security deposits).
*Home repairs.
*Appliance repairs or replacement.
*Utility payments.

Poverty Guideline. There is no dollar limit to this
program. No face to face interview is required.

Able - Ashtabula County Adult Basic Literacy Education
provides adult basic & literacy education services and
classes throughout Ashtabula County to:
*Improve your reading, writing, and math skills.
*Improve your English skills / ESL
* Improve your job skills
*Prepare you for the GED Test (Earn your Ohio
High School Equivalence Diploma)
*Take a FREE practice test.
*Adult Education orientation & assessments.
*Adult refresher courses.
*U.S. Citizenship / ESL conversation classes
*LVA One-to-one tutoring.
*LPN preparation.
*Computer training
*Workforce development & basic skills.
*Family literacy sessions.
ACJVS - Career Technical Fees and Tools
(200%) This program will fund the fees for supplies
and materials and purchase the necessary tools
associated with each program for PRC eligible students.
ACJVS - Post Secondary Vocational Education:
(200%) OWF/PRC funds will pay the balance of tuition
after all other possible sources of grants and scholarships
have been applied for and deducted. Classes that are
offered are:
*Business and computer technology.
*Computerized office technology.
*Cosmetology.
*LPN.
*Manicuring.
*Microsoft Office - Word.
*EMT.
*Industrial welding and industrial.
*Electricity.
The Action Academy
The Action Academy will be responsible for the education
of students who have been identified as at-risk by their local
or city school. This alternative educational placement will be
for selected students who are experiencing school failure
due to significant academic difficulties, chronic truancy,
and multiple suspensions. Enrollment is limited to 16 students.
Catholic Charities of Ashtabula County
*Budgeting and financial planning.
(200%) Provide quality budgeting, money management
and financial planning education and services and to help
those with serious money problems with planned debt
liquidation.
*Family Planning & Education Services - RSVP
Responsible Social Values Program:
Provides parent workshops, a well-developed
abstinence curriculum for junior high students and
other support mechanisms for the school.
Family Intervention
The Ashtabula Education Service Center offers
counseling, guidance, and consultation services as
appropriate to resolving difficulties that interfere
with academic performance. They conduct conferences
to share results and recommendations with parents and school
personnel and they work with community, court, and other
agency professionals to provide education facilitating resources
The Family Planning Association
Services including education, counseling, and medical services
to prevent pregnancy
Help Me Grow
Provides family support. The families receive home visit.
Workers assist the families with parenting skills and peer
support.
Imagine After School
Provides activities for school age children for during the school
year and during summer vacation through
Big Brothers/Big Sisters.
Kent State University
Adult continuing education courses "Increasing
Human Effectiveness";"Quality Customer Service";
"You're in Charge, Now what?";"Computer Training";
"Introduction to the 7 Habits of Highly Effective People";
Selected college courses on a non-credit basis.
North Cost - Jump Start
Offers counseling to prevent students from dropping out
of school.
PRC Transportation Services: (200%)
Provides employment related transportation
for 12 months and non-employment related
transportation for four months.
